Expenditure mapping

The expenditure maps and tables show State and Commonwealth government expenditure on direct service provision to support Indigenous people in the Kimberley and Pilbara regions in 2015-16.

Expenditure has been grouped according to the seven Overcoming Indigenous Disadvantage (OID) strategic areas, which are part of a framework of measurable indicators used in the Overcoming Indigenous Disadvantage: Key Indicators Report published by the Productivity Commission.

The framework is based on evidence about the underlying causes of disadvantage among Aboriginal and Torres Strait Islander Australians, and the positive factors that contribute to wellbeing.

The mapping of service provision expenditure captures the amount of State and Commonwealth government money spent on providing services that directly support Indigenous people, including professional development for staff delivering the services.

The expenditure maps and tables do not include capital expenditure, depreciation and maintenance of capital assets, transfer payments and subsidies to individuals. Included is an estimate of Commonwealth Government income support payments to Indigenous people in the Kimberley and Pilbara based on estimates of the number of Indigenous recipients in these regions.

Due to these exclusions, the expenditure figures in the maps and tables cannot be compared with other examinations of Indigenous expenditure in Australia, such as the Indigenous Expenditure Report published by the Steering Committee for the Review of Government Provision or the Roebourne Report published by the Western Australian Department of Aboriginal Affairs.
